There are individuals who are naturally active and cannot _not_ do psionics, hypothetically by way of genetics. Because all human traits exist along a bellcurve (this is a fairly common assumption in all human study fields) it follows that if there are individuals on one end of the curve - that is, naturally able - there are individuals on the other end of the curve, as wel - those who are naturally unable.
