A .COM domain name costs about 75 cents per month. http://godaddy.com/

It really isn't that expensive to set up a crappy website.

I saw a site similar to this, that claimed it was made by a guy who was camping out in the woods when his house was besieged by chupacabras. It had a disclaimer though.
